Tammy replies:
17 is "of age", as Fred and George are 17 in OotP (remember the part
where it's pointed out that only "of age" wizards are allowed to join
the Order, and Fred and George jump as if to volunteer and are told
that they must also be out of school?... should be joining the Order
in HBP :P )
