Bravo, Eggplant. I completely agree with you that Harry was 
defending himself - I just reread this scene and read it exactly the 
same way.

So, no I don't think that Snape was administering routine discipline 
at all. He was being himself.

The only possible mitigating circumstance which I may see for Snape 
is  that we don't know when exactly he emerged from stairs.

Did he see that Malfoy started the confrontation or not? If he saw 
it, I am adding this event to my "Let's slap Snape" list of moments.
