I guess this is another example of how we each have our own perspective.
I interpreted this passage quite differently. To me, Harry was comparing
the relative fearsomeness of Draco and his cronies versus Lord Voldemort.
I didn't perceive Harry's comments as a reference to his own ability/courage 
or lack thereof in Voldemort's presence. It was just Harry's way of telling 
Draco he was a feeble second to Voldemort in the threat department.
