No, Snape did not hear the conversation.  He emerged from the dungeon
stairs just as Harry and Draco went for their wands and Harry pulled
his out first.

There's no evidence that Snape is still a double agent.  None.  That
is a fan-fic staple.  There's more reason to convince Draco that he's
anti-Harry because of who Draco's father is - there's some evidence
that Lucius and Snape have some kind of connection (at least
according to Umbridge).
