I don't think very many would choose to stay Muggle, but I guess
some would. Just like some choose to live very simple lives in the
midst of our busy ones. But I would think sometime during Hogwarts
the decision would be made. And either the student would give up
their wand and go home or there would be some memory adjustment done
to the student and family.
No wand no magic...to speak of.
Potioncat: who recalls this list deciding that alfredo sauce from a
wand would be non-caloric and that's reason enough to stay in the WW.
