I agree that it's not a reflection of Harry's character--exceedingly 
little could've been *known* about Harry's character at age 15 
months!  

A decision had to be made, with little information and quickly.  I 
don't blame DD for worrying about this aspect of it...though if it 
was his *only* concern, it seems like a big gamble [see my post with 
questions 118489].  If it was a *secondary* concern along with what 
he believed was the only means of securing Harry's safety, then it 
makes sense to me.
