Well, I think JKR went to a great deal of effort to let us know that
Sirius is well and truly gone: Dumbledore says he's dead, Nick
explains to Harry how ghosts come to be and that Sirius isn't one,
Harry goes through pages of grief and angst.  Not to mention that JKR
told the press last summer that she wept when she killed him off and
her husband told her that if it made her feel bad then she shouldn't
have done it.  

So I would respectfully suggest that it's more a matter of fan-denial
than vagueness on JKR's part.  Sirius is dead.  She's talked in
interviews about the character who died (without naming him for fear
of spoiling it for those who haven't read OOTP yet)and I really don't
think she's going to pull a fast one on us and have him reappear.  I
for one would be a very unhappy reader if she did.
