  Toto: This might be just speculation, but wouldn't Wormtail have 
known about that? And didn't Voldie tells Malfoy he respected 
tradition or something? It could have been a reference to what he 
did, though it does not tell if he wanted to bring Voldie back or 
not (I don't know)...
