Well, they do have a magic quill that records magical children at 
birth, so a magical address spell doesn't seem that far off base.  As 
for someone noticing when giving them to the Owls, yes that certainly 
is a problem.  Perhaps that is a House Elf's job?  The elves would 
not be particularly inclined to pay attention to such things.
