My bet is he is.  And for your reasons, it seems far-fetched that he 
would NOT be given his ability and former post.  Though, then we 
should take into account whether or not he's registered.  Did 
Hermione actually see the register of Animagi?  If so, why didn't 
she mention Dumbledore...unless he became one BEFORE the register 
existed...a thought...

I actually like this most of all.  We were "surprised" in OotP by 
Tonks as a Metamorphmagus--an ability with which one is born.  
Perhaps we will be introduced to a MUCH rarer inherent 
ability...Oooo, yes, I like this possibility VERY much.
