hi,

I think DD was mainly responsible for organizing the Triwizard 
Tournament after so many years, because he knew that LV would rise 
again (more terrible etc.). Because of the Triwizard tournament the 
students of Durmstrang, Beauxbatons and HW would get to know each 
other and (hopefully) unite against LV. So I definitely think we 
will see more of Victor Krum and Fleur Delacour in the next books...
Of course others will have thought of this too, but I really like 
the idea.

What a strange coincidence that LV was able to rise because of the TT
