OoP comes close to what you're looking for:
"'We've met before,' squeaked the excitable Diggle, dropping his top
hat" (OoP Am. ed. 49)
Nothing about being old or or tiny or wearing a violet cloak, but we
definitely have the squeaky voice (and the same excitable personality
as the wizard who hugged Vernon Dursley on the street).
I'd say it's highly unlikely that JKR would introduce two such
wizards. It has to be Dedalus Diggle, and I think we'll find that he,
like Mrs. Figg, has been keeping an eye on Harry since he first
arrived at 4 Privet Drive.
