Oh,  Lucius doesn't want power.   Lucius wants *influence.*  He 
has no interest at all in directing the army of clerks that is the 
Ministry.  What he wants is for them to put  L. Malfoy at the head 
of the line for everything that he requires. 

If Voldemort is not up to snuff as Dark Lord, perhaps someone 
else will shortly find the support of Lucius Malfoy an aid to their 
rise to power.
