I don't want to get obstinately reductionist, but JKR *did* answer 
the question pretty straight up in an interview: Wormtail killed 
Cedric with Voldemort's wand.  It's good enough for Faith, it's good 
enough for me...maybe she didn't realize that we'd all be so 
befuddled by it, but she doesn't think there's anything so odd that 
it would point to a discrepancy?

I'm going to go with her provided clarification, as I think it works 
better than another hypothetical Fourth!Man...
