I hate to be the voice of bordom here, but I think the troll-leg
umbrella stand exists solely so Tonks can trip over it and thereby
allow us to be abruptly introduced to the Portrait of Sirius's Mother.
JKR simply needed an event that caused Mrs. Black to start screaming.

That said, I don't discount the possibility that the Troll-leg stand
could re-appear in some minor way, like Lucius Malfoy breaks into 12
Grimmauld Place trips over the stand and thereby alerts the Order to
his presents. But I seriously doubt that the Troll Stand has any far
reaching significants, and agree, other than a minor plot devices,
it's just a take-off on an elephant leg stand.

Just a thought.
