I just wanted to point out that Ted Tonks is Muggle-born not a Muggle.  "Andromeda's sisters ar still here because they made lovely, respectable pure-blood marriages, but Andromeda married a Muggle-born, Ted Tonks..." (OotP The Noble and Most Ancient House of Black)

Apart from that I think you're quite right and that the familes of Muggle-born witches/wizards are a special case.  Even the Dursleys fit into this category since they have a wizard living with them two months of the year (approx).
