Lovegoods in Ottery St Catchpole

In reading GoF again, I noticed something I hadn't caught before.  
When the Weasley party meets the Diggorys on the hill to take the 
portkey to the QWC and Mr. Weasley and Mr. Diggory talk about 
whether any other witches/wizards will be joining them, one of them 
mentions that the Lovegoods live in the area.  Could this be Luna 
and her father?
