So, this guy is completely loopy (Luna Lovegood and father ring any 
bells? - perhaps he's an ancestor) and has a penchant for wearing 
strange beasts as headgear (jellyfish and badgers). Given that FB 
was written for comic relief, it does seem Uric is simply there to 
provide moments of light relief and repetition of his appearance is 
because JKR loves him.
