I really think Lupin's reluctance to touch Harry is more to do with 
the English character than any sinister reason.  We have loosened up 
a bit in recent years, but the English male, at least when sober, is 
not particularly tactile with other males. And Lupin is extremely 
introverted, even by English standards. As a teacher too, he would be 
wary of any gesture that might be misunderstood. As for "Keep in 
touch" I think it means simply "Make sure I hear from you".
