Two Questions

My first is about Harry's blood protection. It gets, more or less, 
renewed by staying with the Dursley's. That's why DD keeps sending 
him back, even though it isn't the best place for him now.

Since LV got Harry's blood to get the same protection, won't it 
expire unless he spends time with Petunia or Dudley? 

The second, with Harry turning 16 this year, would that mean he can 
practice magic at the Dursley's now? I know he is eligible to get 
his apparation license then.
