Even if she never went to another meeting, if the list was found, she
would still be considered a member. I don't know why she kept going
to meetings, perhaps she's weak-willed or something, but that doesn't
excuse Hermione for not warning anyone about the hex.
People tend to forget that these aren't real people. Hermione, probably
would have warned everyone, but JKR knew that it would make for a better story
if the hex wasn't revealed until someone activated it.
The resultant effect was much greater on the reader, not knowing what would
happen.
