I believe that JKR said in an interview (sorry, can't remember which
one), that a representative of HW is sent to Muggle families with
the child's letter, explaining about the school; so, the parents
wouldn't just be sending their children off into the unknown. Also,
if a rep was sent with the letter, the Muggle family wouldn't have a
chance to discuss the strange letter with other members of the non-
magical community.
If the parents were still reluctant, I'm assuming memory charms
could be used to ensure the continued secrecy of the wizarding world.
