sad1199 replies:

 It seems to me that Hogwarts only sends out 10 letters a year per 
house (i.e. Gryffindor, etc.). Now, I don't know how I figured that 
out but at one time I did. I think that for the most part witch and 
wizard families get letters and very few muggle  families do. Of 
course, for the sake of our story and this particular time line 
there are quite a few muggle families involved.
