I disagree. There is some evidence that at least some of the staff
live permanently in Hogwarts: in OOP, Trelawney says Hogwarts is her
home- and since it is likely that she is there for her own protection,
I seriously doubt Dumbledore would let her wander out and live
elsewhere during the vacations. 

However, this evidence is not conclusive.
