I agree with Mac.  The plan from the inception (wherever or whenever
that occurred) was for Tom Riddle to step out of the diary reanimated
by the life force of another person - and who better than Harry,
who'd shown his power to defeat the Dark Lord as a baby?  Ginny was a
sideline only, a stepping stone.

Dobby wouldn't have been in such a panic or gone to such lengths if
it had been Harry who was the target in the first place.
