Seamus Finnigan's mother also withheld her witch identity from 
her husband, so the same could be said about him.  

"I'm half and half,' said Seamus. 'Me dad's a muggle. Mam didn't 
tell him she was a witch 'til after they were married.  Bit of a
nasty 
shock for him"  (PS. UK ed pgs 185-186-large print ed.)

Although I am not up on everything that JKR has said regarding 
these two characters,  I believe the HBP could be either one.
