I don't think that Dumbledore NOT wanting Harry to be a bit spoiled -
 is a given.

As I said - I read this quote as Dumbledore feeling remorseful that 
Harry did not grew up experiencing love and yes, being a little 
spoiled (not TOO much). I DON'T think that dumbledore would be 
opposed to it, if he had a choice
