So... if the room is a laboratory -- and not an execution chamber -- it
would stand to reason that someone at the MoM is sending things through
the veil and then retrieving them for study. 

Why, yes, I *will* grasp any straw that suggests someone could bring
Sirius back, even if it takes some sort of Monkey's Paw zombie situation.
