I think that is someone is a Squib they are still part of the wizard 
pure blood line. Since Harry is a half blood, his mother's parents 
would have to be Muggles. If one were a Squib that would not make 
them both Muggles. So I don't think that either of them could be a 
Squib. As I said before and will say again.. I think that Petunia is 
a person born with the gift to be a witch, but CHOSE not to use it. 
She chose to live as a Muggle.
