Given that *Harry* got blamed when Dobby did magic on Privet Drive, 
some have speculated that the Ministry's ability to detect underage 
wizardry may be imprecise.  Perhaps they can isolate a location but 
not an individual?  If that's true, then Ron could probably get away 
with a lot--as would any underage witch or wizard in a wizarding 
family, since the "magic detector" would *expect* to find magic 
being performed at those locations.

Just a possibility.
