This one's simple. JKR needed a name for the person Dudley beat up 
off-page in the beginning of book five, so she chose "Mark Evans" 
completely failing to realize that people would consider the surname 
a Clue. When asked enough, she revealed this. The info is (or more 
likely was) on her web site.

- Kizor, who's hoping JKR will put a nod to the fan community's 
insane theorizing in book 7 like she put a nod to fans wondering 
about the pronounciation of "Hermione" in book 4.
