And yet it doesn't explain him getting away with Lumos charms under
the covers (assuming that movies can be taken as canon).
It would seem more reasonable to look at it from a location/intent
aspect. Magic done away from home in the muggle world would be
strictly forbidden... magic done with a particular intent would be
strictly forbidden... seems that since magic is intent and formula
that they could monitor for intent as well.
