I suspect that the underage wizarding detection charm (assuming it is
a charm) can only detect the use of magic, not the age of the user -- 
which means it's only good for monitoring Muggle-born students. Any 
young witch or wizard living with parents who are also magical would be 
able to get away with a lot at home.
