Lori here...

I believe that Snape is cruel to Neville (and Harry & Hermione in 
turn) as a protection to them.

He therefore can hide his true feelings (of protection via the OotP) 
from Voldemort.

Belittling Neville, as a wizard, also protects him from 
being "thought" of a a capable opponent of Voldemort if he is 
truely "the One" who was meant to destroy Voldement per the Prophecy.
