This is not the experience I've had since coming to England. My daughter goes to an international school. When we considered putting her into the English school system last year, we were told that it was our responsibility to obtain her school records and submit them even though the international school is located in England. We are informed by her present school when records are available to be picked up by those who are not returning to the school. Therefore, it could be quite easy for me to inform the old school that I needed my daughter's school records as she was going to a new school without ever having to enroll her in a new school.
Of course, it may be due to our not being in the English system at present and that would change once she enters the system. I do have to say that our foray into learning about the English system was a real eye opener. The reason she's not in the English system now is because the only school that had an opening at that time was just as far as the school she goes to now so we decided to leave her where she is.
