I love the Dursley's answer to the problem of the name of Harry's 
school-- "St. Brutus's Secure Center for Incurably Criminal Boys."

On a side note in Florida, there is a test that one needs to pass to 
get a high school degree from a public school.   If a student fails, 
they get a certificate rather than a full degree.  I think it's 
politically possible only because even after failing the test there are 
other ways to get into college, such as passing the GED (another test) 
and going to a community college.
