By the time of the MoM caper, Voldemort knew that only the person(s) a
Prophecy are about can *pick it up*; yet Lucius and all the Death
Eaters are ready to handle it once Harry had lifted it off the shelf.
 It sure seems that the only restriction is on lifting the prophecy
off its resting place.  Once that's done, anybody can handle it.
