morning all--

This is a silly question really but--does anyone know
what part of MOM would license marriage?  I began
wondering it when I was re-reading OOTP again and was
going over when Harry and MR. Weasley were at the DOM.
I know it's probably just an aside in the bigger
picture of the Harry Potter universe but it was one of
those things that I was curious to know.  I was also
wondering if the marriage would be defined as a civil
union seeing as there is no defined religion in
Potterverse or what?
