There is much in what you are saying about terrorists, but do we
have any evidence in canon in favour of your "Voldemort-in-search-
for-talents" theory? From what we've seen of his DE, especially in
DoM episode they don't strike me as overly bright. Well, it's
probably safe to assume that Rockwood must be fairly intelligent, or
he wouldn't have been employed as an Unspeakable. But there is that.
Even Lucius seems clever only in comparison with the rest of the
lot, which isn't saying much. I am not saying that they all are
necessarily stupid, just that we have nothing whatsoever to assume
that LV is an "excellent talent-hunter".
