these phrases always, even if I am 100% sure. Or to be more precise, my
personal thinking/belief doesn't allow me to be 100% sure about
anything, so I would very much use the same phrases as Dumbledore.

When he was asked by Snape about how Siriuss was able to get in the
Hogwarts in PoA, Dumbledore said he had many theories, one more unlikely
than the other. So, he probably is considering many possibilities and is
not 100% sure about any of them, leaving a bit of possibility to some
situation he might have not thought of.

Although the example mentioned by tinglinger about DD's statement of
Voldemort's leaving *is* a strong argument against my idea here. Still,
that doesn't denies it completely.
