If Ginny was using the love potion on Harry why would she still be 
dating Dean. IF I were going to spend all my time making Harry love me 
I would totally  make myself available. Otherwise it would be 
pointless to make him jealous, when she knows she can have him. Unless 
she wants to see him suffer.
