Being just in the middle of a re-read of OotP, Hagrid is still *not* allowed to do magic in the open.  He says so when he's telling the Trio about his trip to find the Giants.  "We had to go slow, 'cause I'm not really s'posed ter use magic an' we knew the Ministry'd be lookin' fer a reason ter run us in." (pg 377 Can Ed)
