I think from this side of the story, it's pretty clear to US that 
Umbridge isn't delightful but FOUL.  Percy, however, has been out of 
the loop.  First off, he likely DOESN'T know about the Order; second, 
since he wasn't at Hogwarts when all this Umbridge business took 
place, he has no idea that Umbridge wanted Filch to flog his brothers 
or that Umbridge tortured Harry etc.  And he certainly wouldn't know 
that Umbridge sent the Dementors after Harry.  Fudge didn't.  
Everything looks distorted from Percy's perspective.
