I think it was that Umbridge passed a nasty bit of legislation that 
makes it nearly impossible for Remus to find work.  Hence his 
clothing is always "more shabby and tattered than ever" each time 
Harry sees him.  Does anyone else think that if his clothes REALLY 
were shabby and more tattered *every single time* that he would be 
wearing a loincloth by now???  (Maybe that's why Tonks likes 
him...  :)  )
