I was under the impression that Slughorn was concerned with the 
monetary value of the spider venom and unicorn hair.  Of course, I 
could be wrong about this...

Yes, there was in Slughorn's classroom, and it WAS used in this 
book -- to disguise Crabbe and Goyle as girls when they were on the 
lookout for Draco.

Who knows, maybe it was:)  Or maybe it will come into play in the 
next book. Maybe someone else used the draught (Emmeline Vance?)
