Lisa responds:  
JKR was asked in an interview after OotP was released whether Percy
was acting under his own volition during the Book, and JKR's reply was
along the lines of "unfortunately so."  So, if he was spying for
Dumbledore, he'd've been doing Dumbledore's bidding; if he was acting
on behalf of the Ministry, he'd've been doing the Ministry's bidding. 
IMO, Percy is the proverbial black sheep of the Weasley family -- so
ironic that he was set up to be Golden Boy.
