We don't know that Sirius actually was cleared, do we?  I just assumed 
that his will, as well as the key to his Gringott's vault and any 
other worthwhile possessions, were left in the care of a trusted 
friend who knew of his innocence-- no doubt someone in the Order.  
There would be no need for the wizarding world at large to be 
involved, since Harry was the only beneficiary.  Dumbledore could read 
the will and tell Harry, "It's all yours now," and that would be the 
end of that.
