Part of the grave and casual miscarriages of justice, prevalent in
Wizardom. As Sirius mentions in GoF, he was sent to Azkaban without
any sort of due process. Crouch Senior ordered him imprisioned without
a trial. In Hagrid's case, I think that the prejudice against giants,
meant that there was no need for any investigations (this is my view,
not in the books). After all, "every one knows" that giants are
dangerous.

In some cases where there are investigations (like Morphin), magic was
used to tamper with the memory, so Veritaserum would not have helped.
Only very skilled legilimency, which is a rare and obscure branch of
magic, allowed the truth to come out. Wonder why legilimency is rare
and obscure, dead useful if you ask me. It should be a part of the
Hogwarts curriculum.
