I guess I didn't read this quite the way you did. Instead, what I saw was
Percy putting aside his principles to further his career one more time. The
Minister, determined to do an end run around DD and talk to Harry, knew
Harry was at the Weazley's home and used Percy (as well as his family) to
get to him. And Percy allowed it. I don't see that as courageous at all...
I see it as being rather a boot licker.
