Okay, people, slow down, take a step back, THINK.

Who were they talking about in Azkaban? Peter Pettigrew? Or 
Wormtail?

Subtle difference.

The Death Eaters knew Wormtail == Spy. But not a one of them knew
Wormtail == Peter. The Death Eaters outside 'knew' Sirius == Spy, 
and assumed Wormtail == Sirius. Remus knew Wormtail == Peter, but 
not that Wormtail == Spy. No one else knew Wormtail == anything.
